Work Environment and Stipulations of Employment

The work environment for most positions is a general office setting. The incumbent performs most duties sitting at a desk, table or workstation. However, walking, lifting and standing at length are also required in many positions. Our Appraisers are out in the field performing tasks, such as driving, walking, and standing for long periods of time.

Employees of the Lake County Property Appraiser shall not either for gratis or for compensation engage in any licensed real estate activities such as, but not limited to, buying, selling or acting as a broker for others; appraise property inside Lake County; sell LCPA computerized database information; engage in any outside assessment/appraisal computer programming or consulting. Furthermore, employees and members of their household may not own or hold a financial interest in an assessment/appraisal or Real Estate business.

At Will Statement

Employment at the Lake County Property Appraiser's Office is on an "at-will" basis. It may be terminated at any time, with or without cause by either the employee or employer. It is not guaranteed, contracted or promised for any length of time. No person other than the Lake County Property Appraiser has the authority to alter the at-will status of your employment or to enter into any employment contract with you. The Lake County Property Appraiser reserves the right to change, amend or revoke rates of pay, terms and conditions of your employment and job offers at any time.

SUMMARY

This is a senior-level managerial and administrative position under the direction of the Chief Deputy. The Director of Appraisal Services is responsible for advising, guiding, coordinating and overseeing a staff of professional managers engaged in accurately appraising all non-commercial real estate and agricultural properties within Lake County. Oversees the processing and application of agricultural classifications. Assist in assembling and delivering of a fair and just tax roll in compliance with Florida Statutes and Department of Revenue requirements.

ESSENTIAL JOB FUNCTIONS

  • Directs Mapping and Residential department managers in decision making, planning, and coordinating
  • Main liaison between The Property Appraiser’s Office, other government agencies, and taxing authorities relating to GIS/Mapping and Residential Appraisal
  • Primary contact between Property Appraiser’s office and local Building and Zoning departments
  • Mitigates conflicts of valuations with property owners, professionals, and governmental agencies
  • Works closely with Director of Operations to communicate between departments within the Property Appraiser’s office
  • Directs Residential Appraisal Manager in compiling, qualifying, and verifying sales data from various sources and utilizes results to determine fair market value
  • Compiles custom data requests for other government agencies
  • Reviews and oversees the assessment and classification of real property ensuring accuracy and compliance with all applicable Florida Statutes, Administrative Code Rules, and appraisal standards
  • Conducts training/mentoring on appraisal methodology
  • Oversees the valuation assessment, cartographic work, including but not limited to: Lot split/combo, land title, deeds, plats, subdivisions, ownership, zoning and legal descriptions
  • Ensures appraisal/mapping compliance with Florida Department of Revenue tax roll deadlines and requirements
  • Coordinates Value Adjustment Board activities on behalf of the Property Appraiser’s office
  • Coordinates Field teams for damage assessment activities following disasters
  • Performs special projects assigned by the Chief Deputy
  • Directs the integration and operation of GIS/Mapping/Aerial Imagery programs and applications

MINIMUM QUALIFICATIONS / EDUCATION

  • High School diploma or equivalent
  • A valid Florida Driver’s License
  • Bachelor’s degree in Real Estate, Business Administration, Management, Finance/Accounting or related field preferrable
  • Must possess RES Designation, or acquire within two years
  • Must be CFE certified
  • Excellent verbal and written communication and interpersonal skills
  • Fluent in articulating Appraisal principles and techniques
  • Proficiency with Excel and creating custom queries within CAMA systems
  • Must possess a high level of proficiency with Microsoft
  • Must have a minimum of ten (10) years of experience in ad valorem assessment, field appraisal, public administration, or directly related experience

SUMMARY

This is an entry-level customer care and assistance position providing information and care to a wide array of individuals and businesses seeking information from the Property Appraiser's office. This position provides assistance by telephone, in person and via other correspondence in response to request and inquires on property data, exemptions, and proposed taxes. During seasonal non-peak periods, this position assists other internal departments with a wide variety of administrative and clerical tasks. The following functions, duties and qualifications are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned as deemed necessary by the Property Appraiser or his designee.

ESSENTIAL JOB FUNCTIONS

  • Answer incoming phone calls and forward calls as needed to appropriate staff.
  • Provide care to customers obtaining property information such as ownership, addresses, value and millage data, exemptions, proposed taxes, maps or other property-related characteristics or direct customers accordingly to other available resources.
  • Provide care to customers filing applications for homestead and other exemptions.
  • Provide assistance with other projects related to mail and scanning of documents.
  • Performs other duties as assigned and must participate in departmental cross-training, job-sharing and job duty reorganization efforts as directed by supervisor.

MINIMUM QUALIFICATIONS / EDUCATION

  • Must possess a high school diploma or the equivalent. A minimum of one year or more of clerical office experience or equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions is desired.
  • Must possess proficiency with standard office equipment. Should be familiar with and able to utilize personal computer for internet research and with standard office software including Microsoft Word, and Outlook.
  • Must be capable of learning custom data entry applications, processes and procedures.
  • Must exhibit a high level of accuracy in typing/data entry skills.
  • Must be capable of communicating in a clear and pleasant telephone etiquette at all times. Must possess the personality and temperament necessary for working under stress in dealing with the public to provide outstanding customer care at all times.

SUMMARY

This is an entry-level data entry clerical position in the Tax Roll Administration Department. Primary duties relate to the entry and verification of information from recorded deeds, other legal documents, and appraisal data, into the tax roll computer system for the purpose of ad valorem tax assessment. The following functions, duties and qualifications are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned as deemed necessary by the Property Appraiser or his designee.

ESSENTIAL JOB FUNCTIONS

  • Data entry into the tax roll computer system. Works closely with mapping, deeds, and appraisal departments, to obtain information system such as changes of property ownership, new mailing addresses, legal descriptions, new building sketches, construction elements, building permit information, changes and deletions to existing building data, land information, etc. Learns and performs quality control functions as assigned. May perform other duties and special projects as assigned or required to meet tax roll production requirements.

MINIMUM QUALIFICATIONS / EDUCATION

  • Must possess a high school diploma or the equivalent. Knowledge of real estate transfers, appraisal concepts and/or residential construction is helpful but not required.
  • Must possess a minimum of one year or more of clerical office experience or equivalent combination of related education, training and experience which provides the required knowledge, skills and abilities to perform the essential job functions.
  • Must exhibit speed and accuracy in typing / data entry skills. Experience in data entry preferred.
  • Must be capable of learning custom data entry applications, processes and procedures.
  • Must possess proficiency with standard office equipment. Should be familiar with and able to utilize personal computer and standard office software including Microsoft Word, Excel and Outlook.
  • Must possess ability to follow direction, make independent decisions, solve problems, and meet production deadlines.
